Makoto Niijima, codenamed Queen while in the Metaverse, is the fifth party member and a major character in Persona 5. She is the student council president of Shujin Academy as well as the younger sister of the prosecutor-turned lawyer Sae Niijima.

She is voiced by Rina Satō in Japanese and by Cherami Leigh in English.

What makes her a Guile Hero?

• Being the strategist of her team, she is an extremely smart person.
• She figured out the Phantom Thieves' identities all because Ryuji slipped up and said out loud that he and his friends are the Phantom Thieves, which Makoto not only was listening but also recorded on her phone.
• Using the above information, she blackmailed the team into changing the heart of the mafia boss Junya Kaneshiro.
• Deducing that the mysterious Alibaba, someone who was telling them they need to change the heart of Futaba Sakura, is in truth Futaba herself, wanting to be saved from her trauma.
• Figuring out that Goro Akechi is a traitor, as well as the one behind the mental shutdowns.
• Making a plan, with help from Futaba, that foiled Akechi and tricked him into shooting a false version of the protagonist, all the while making him think he killed the real one.
• Relying on her sister Sae to redeem herself, believing she still has some good on her, and help out with their plan, which eventually came true as Sae saved the protagonist and brought him back to Cafe Leblanc.
• In Persona 5 Strikers, when Zenkichi is arrested, she decides to call her sister to save Zenkichi.

Trivia

• She is one of the three Persona heroes to be a Guile Hero, with the others being Futaba Sakura and Naoto Shirogane.
